CAGD Dismisses Claims of GH¢427 Million Unearned Salaries, Calls for Verification of Reports

The Controller and Accountant-General’s Department (CAGD) has rejected allegations circulating on social media that a senior civil servant at the Ministry of Defence received unearned salaries totaling GH¢427 million over a 29-month period.

In a press release dated April 20, 2026, the Department said its attention was drawn to a publication attributed to “The Fourth Estate,” which claimed the official earned an average of more than GH¢14 million monthly without due entitlement.

CAGD clarified that while the report referenced findings from the Auditor-General’s review of government payroll processes between January 2023 and June 2025, the conclusions being drawn in the viral publication were misleading.

The Department emphasized that Ghana’s government payroll system operates with strict controls and automated processes. It explained that only approved salary structures, as determined by the Fair Wages and Salaries Commission, are processed for employees who meet the required conditions of service.

According to the statement, all salary payments undergo multiple layers of validation. These include monthly verification by heads of covered entities, as well as internal audits focusing on payment ranges, conditions of service, and reconciliation with bank transfers.

CAGD stressed that under the current payroll arrangement, it is not possible for any government employee to receive payments beyond what is legally due.

The Department further urged media outlets and the public to verify claims before publication, reiterating its commitment to transparency and accountability through an open-door policy.
