IES commends TOR on successful resumption of refining operations

The Institute for Energy Security (IES) has congratulated the Tema Oil Refinery (TOR) on the successful resumption of crude oil refining operations after several years of inactivity, describing the development as a major boost to Ghana’s downstream petroleum sector IES commend TOR.

In a statement dated December 29, 2025, and issued from its offices at Agbogba North Legon, Accra, the Institute praised the management and staff of TOR for what it called a historic milestone that goes beyond restarting a refinery to reviving a strategic national asset IES commend TOR.

According to IES, the completion of the Turnaround Maintenance works on the Crude Distillation Unit, the securing of full regulatory clearance, and the clear roadmap toward restoring and expanding TOR’s nameplate capacity demonstrate focused leadership, technical competence and disciplined execution IES commend TOR.

The Institute paid special tribute to the Managing Director of TOR, Edmond Kombat (Esq), noting that his stewardship during the complex revival process showed strong professionalism, resilience and commitment to national service. IES said his leadership has helped reposition TOR as a viable and operational refinery, strengthening Ghana’s energy security and reducing exposure to downstream supply risks IES commend TOR.

IES also commended TOR’s emphasis on safety, regulatory compliance and operational sustainability, as well as the clear vision outlined for stabilising operations and scaling up capacity in the medium term. The Institute said these achievements highlight what can be accomplished when sound policy direction aligns with technical rigour and effective institutional leadership IES commend TOR.

The statement, signed by Xatse Derick Emmanuel, Senior Research and Policy Analyst at IES, expressed confidence that the refinery’s revival will deliver lasting benefits for Ghana’s energy security, industrial development and economic resilience. The Institute added that it looks forward to TOR’s continued progress in the months and years ahead IES commend TOR.
