Former Finance Minister Says Public Sector Workers Are Being Paid Without Tools to Work

Former Finance Minister Dr Mohammed Amin Adam says the government has failed to release funds for essential goods and services, leaving public sector workers stranded even though they receive their salaries.

Speaking to journalists on Friday, November 14, 2025, Dr Adam argued that the situation reflects what he called clear fiscal indiscipline. He claimed that allocations captured in the 2025 Budget and the mid-year review have not been released to ministries and agencies.

According to him, the result is that many offices cannot run basic operations.

“You pay workers but you don’t release the resources they need to work. That is fiscal indiscipline in real terms,” he said. “Some ministries don’t even have toilet rolls and can’t buy fuel for official duties.”

His comments followed the presentation of the 2026 Budget Statement by Finance Minister Dr Cassiel Ato Forson the previous day. Dr Forson outlined measures aimed at tightening spending and driving economic reforms. Dr Adam, however, argued that unresolved issues from the current fiscal year show a gap between budget promises and actual implementation.
