Government Engages Cocoa Processors on Value Addition Reforms

The Government has intensified efforts to reform Ghana’s cocoa sector with a renewed focus on value addition and expanded local processing.

On Thursday, February 12, 2026, the Minister responsible for the sector, together with the Minister for Finance, Dr. Cassiel Ato Forson, and the Deputy Minister, met with cocoa processors and key industry players to discuss planned reforms aimed at transforming the industry.

The engagement forms part of a broader strategy to shift Ghana’s cocoa economy from the export of raw beans to increased domestic processing. Officials say the goal is to create sustainable jobs, boost export earnings, strengthen the cedi, and build a more resilient national economy.

According to the Minister, the government is pursuing a comprehensive reform programme anchored on stakeholder consultation and industry collaboration. The initiative seeks to deepen value addition across the cocoa value chain while supporting local processors to scale up operations and improve competitiveness.

Industry players at the meeting were encouraged to actively participate in shaping the reform process to ensure that policy measures reflect operational realities within the sector.

Ghana is one of the world’s leading cocoa producers, but a significant portion of its cocoa is exported in raw form. Authorities believe that expanding local processing capacity will help retain more value within the economy and improve returns for actors across the value chain.

The government says further consultations will be held as it works to roll out the reforms in phases.
